A 2003 agreement between the Department of Conservation and Mountains to Sea Conservation Trust made the EMR programme available to other parts of New Zealand. In 2007 an agreement was signed between the Marine Education and Recreation Centre (MERC) and the Mountains to Sea Conservation Trust (EMR programme) to allow MERC to deliver the EMR programme in the Auckland region. This agreement is no longer current. WWF-NZ (Auckland Marine Matters) became the regional umbrella organisation and then Recreation Solutions from 2010. For economical and strategic reasons, in 2012 the Mountains to Sea Conservation Trust has taken on the leadership for the Auckland region.
